The cosmological redshift is not a normal Doppler shift.
The more distant a galaxy is, the more it suffers from cosmological redshifting, and at high enough redshifts, the galaxy's rest-frame ultraviolet and optical emissions will be stretched into the infrared part of the spectrum.
